Judicial System
A Panchayat Council will be established at each Union Council, ward, or tribe with five publicly selected members. Social disputes will be resolved within one month, with appeals available to the High Court and Supreme Court. No party will be required to pay court fees.
Civil Population Control
Rural agriculture and livestock will be developed into profitable businesses, with farmers receiving essential facilities and electricity and water at a 50% subsidy. New cities will be developed in Thar, Thal, Cholistan and Balochistan with essential public facilities.
Administrative Unit
Pakistan will be divided into 12 administrative units based on population, while the status of Gilgit-Baltistan and Azad Kashmir will remain unchanged. Each unit will have a maximum population of 40 million and will collect taxes except those retained by the federal government.

Central mosques will provide Islamic and welfare services, including counseling, family dispute resolution, assistance to those in need, matrimonial support and simple Nikah arrangements. Mosques will also support communities during natural disasters.
Official Work Online
Government operations will be conducted online so citizens do not need to make repeated visits to government offices. Employees found corrupt or taking bribes will not remain in their positions.
Wages in Exchange for Labor
Government salaries will be linked to work output, with similar performance-based criteria for judges, doctors, teachers, administrators and other employees. Benefits will follow a structure similar to the Pakistan Army. Government employees cannot operate private businesses or professional practices.
